Project overview
Secure data exchange at intra- and inter-municipal levelIdentifying and managing heat islands, determining the utilization of e-charging stations or analyzing the energy data of selected buildings - municipalities have long been confronted with these and similar challenges. Keyword: Efficient digital services of general interest! This requires a large amount of data that can be shared both within cities and between municipalities in a legally secure manner. This is exactly what is possible with the (inter-)municipal data works (KDW). KDW is a data sharing platform that can be used to exchange and process non-public data from different municipal organizational units and institutions. The components from this project can also be found in our smart data hub CIVORA.
DKSR was responsible for developing and testing the platform infrastructure. Together with Mainzer Stadtwerke AG and Fraunhofer FOKUS , technical, legal and organizational concepts were developed so that municipalities can easily provide data. The result: a powerful tool for intra- and inter-municipal collaboration with data from which other municipalities can also benefit! How does it work? Project goals
Enable collaboration with data between different municipal actors and institutions through a municipal data sharing platform
Share, process and use data in a legally compliant manner in accordance with the GDPR and the EU Data Act
Mapping positions, responsibilities and formal workflows via a roles and rights system in the KDW, which can be used to control user rights and access to data and metadata
Development of a scalable solution by testing and optimizing KDW in pilot municipalities


The technological solution
- The technological basis is the CIVORA open urban data platform
- Data from the data platform is provided and managed via a data catalog based on piveau by Fraunhofer FOKUS
- Connection of external data sources, e.g. the Mobilithek, in order to use and provide mobility and environmental data
- Implementation and integration of a higher-level roles and rights concept for managing user rights
- Provision of technical guidelines for the integration of municipal data in open data spaces
Project support
- Workshops with pilot municipalities to identify needs and project requirements
- Project management to ensure optimal technical implementation and evaluation of the platform.
- Ensuring interoperability by advising on the use of open standards, such as DCAT-AP.de - Start, OGC or SensorThings API
- Drafting a legally secure operating agreement for the platform
